| 我国扶贫开发与生态建设的目标和区域间存在高度重叠，需要兼顾减少贫困人口和改善生态环境 的双重目标。生态扶贫是新时期一种新的可持续扶贫方式，其目的就是通过加强贫困地区生态环境管理和 建设，提高生态系统服务功能和扶贫效益，从而实现社会的可持续发展。该文通过分析宁夏生态扶贫取得 的成绩和面临的挑战，提出了宁夏水资源高效利用、生态环境良性循环、生态移民、区域特色产业发展和 示范带动五大生态扶贫发展战略。该研究对宁夏建设社会主义新农村和构建和谐社会具有积极意义，同时 为其他地区扶贫工作的开展提供了借鉴。 |

| Poverty alleviation and ecosystem construction are two important tasks of social development in China. Chinese government has attached great importance to these two tasks and made great achievements since 1980s. Be- cause the poor mainly located in the regions with scarce natural resources， abominable environment and remote geo- graphical condition， the poverty alleviation and ecosystem construction overlap the goals and regions highly. Eco- system services for poverty alleviation is a new sustainable development approach for poverty reduction， by strength- ening local infrastructure building， improving habitation environment to enhance ecosystem services function in poor regions. This paper introduced the achievements， experiences and challenges in ecosystem services for poverty alle- viation. And it proposed five strategies to reduce poverty and enhance ecosystem services: the high-efficiency utili- zation strategy of water resource， the good circulation of eco-environment strategy， optimizing the arrangement of man-power and natural resources strategy， developing regional special agriculture and demonstration. |
